Who we serve

Grants management for state agencies and charter authorizers

Run the full grant lifecycle with an audit trail. Choose the D365 GMS if you run on Microsoft, or Foundations if you want a web-only option.

The challenge

What state agencies and authorizers are up against

Pass-through oversight

State agencies and authorizers pass funds to subrecipients and schools, and remain responsible for how those funds are used. That means documented oversight of every subrecipient, not just the high-risk ones.

Slow reimbursement cycles

When claims arrive by email and spreadsheet, review and payment stretch from weeks into months, and schools and subrecipients carry the cost in the meantime.

Reporting rebuilt by hand

Without one record per award, every reporting cycle means reassembling budgets, approvals and payments from separate files.

Compliance context

Built around how oversight actually works

We describe these requirements generally. Your program rules and counsel govern your specific obligations.

Uniform Guidance (2 CFR Part 200)

Pass-through entities are expected to monitor subrecipients and document that oversight. A system that records reviews, approvals and monitoring activity as they happen makes that documentation a byproduct of the work.

Subrecipient monitoring

Risk-based monitoring means different levels of oversight for different subrecipients, with a written trail for each one.

Audit readiness

Auditors ask who approved what, when, and against which budget. Every change recorded on the record answers those questions without a scramble.

FAQ

Frequently asked questions

Which product should a state agency choose?

State agencies already on Microsoft usually fit the D365 Grants Management System, which runs inside your Dynamics 365 and Dataverse tenant. Smaller programs and teams without Dynamics 365 can look at Foundations GMS, which is web-only.

Which product should a charter authorizer choose?

Both fit. Authorizers on Dynamics 365 can use the D365 GMS. Authorizers who want a web-based option with no Dynamics 365 license can use Foundations GMS.

Can we buy through an existing contract?

The D365 GMS is available through Carahsoft. See our Carahsoft and procurement pages for details, and confirm current availability with Carahsoft.

Do you support our existing Dynamics 365 environment?

Yes. Start with a D365 Health Check, then add managed support, custom development or training as you need it.
